Talk about smoking in apartment buildings.
In Korea, there are no official rules yet on smoking in residential buildings. Thanks to stronger anti-smoking laws, ordinary commercial buildings are all smoke-free facilities. Smoking must be done in designated places. If anyone breaks this rule, both the smoker and the owner of the property must pay a fine. However, apartments are personal living spaces, so these laws do not apply. As a result, there are many complaints due to cigarette smoke. Smokers and non-smokers often argue with each other. There are even inconsiderate smokers who throw cigarette butts out the window, posing a fire hazard. Smokers might argue that they are smoking freely in their own homes, so it’s not a problem. However, non-smokers get the short end of the stick. They have to smell smoke from other people’s cigarettes. A fundamental solution is needed to satisfy both smokers and non-smokers.

아파트 내 흡연에 대해 이야기해 주세요.
우리나라에는 아직 주거용 건물 내에서의 흡연에 대한 정식 규정이 없다. 강화된 금연법으로 인해서, 일반 상업 건물 드은 금연 시설에 해당된다. 지정된 장소에서만 흡연을 해야 하고, 이를 위반하면 흡연자도 건물주도 벌금을 내게 되어 있다. 그러나 아파트의 경우, 개인 주거 공간이어서 이러한 관계법의 적용을 받지 않는다. 이러다 보니, 담배 연기로 인한 미원이 많고, 흡연자와 비흡연자 간에 다툼이 자주 일어난다. 심지어 담배꽁초를 창문 밖으로 던지는 몰지각한 흡연자들도 있어 화재 위험도 있다. 흡연자 입장에서는 내가 내 집에서 맘대로 담배를 피우는데, 무슨 문제냐고 할 수 있다. 그러나 비흡연자 입장에서는 남이 피우는 담배 연기를 맡아야 하기 때문에 억울함이 느껴질 수 있다. 흡연자와 비흡연자를 모두 만족 시킬 수 있는 근본적인 대책이 필요하다.
